Website content is already digitally accessible and all buttons have the right colour contrast too. Yet you are not there yet, because making a PDF accessible is also part of digital accessibility.\u003C/p>\u003Ch2>Should a PDF document always be digitally accessible?\u003C/h2>\u003Cp>PDF documents officially fall under the category of web content and must therefore also meet the requirements from the \u003Ca href=\"/kennisbank/de-wcag\">Web Content Accessibility Guidelines\u003C/a>, the WCAG. So making a PDF accessible is just as important as inclusivity on your website&#039;s homepage. In practice, however, this is grossly disappointing. Some 25% of people in the Netherlands experience problems viewing, operating and understanding websites and thus also PDF documents.\u003C/p>\u003Cp>Partly because the file type itself does not comply with the guidelines by default, this process is trickier than with other web content. In short, this exception means that all documents placed on a website before 23 September 2018 do not have to be accessible unless they are part of an ongoing administrative process. The latter includes, for example, an application form.\u003C/p>\u003Ch2>The benefits of making a PDF accessible\u003C/h2>\u003Cp>Why is making a PDF accessible so important? Here are the biggest benefits of accessible documents:\u003C/p>\u003Cul>\u003Cli>\u003Cp>You do not exclude anyone, anyone can read the document.\u003C/p>\u003C/li>\u003Cli>\u003Cp>Your visitors tend to be extra loyal to your business or organisation if all content is easily accessible.\u003C/p>\u003C/li>\u003Cli>\u003Cp>An accessible PDF is also better read in Google.\u003C/p>\u003C/li>\u003Cli>\u003Cp>As a government agency, you comply with the legal obligation.\u003C/p>\u003C/li>\u003C/ul>\u003Ch2>When it&#039;s better not to create a PDF\u003C/h2>\u003Cp>By nature, a PDF file is not the most digitally accessible file. Making a PDF accessible is quite a chore in some cases. This is a shame, because in most cases it is not even necessary to put all that information in a PDF file. The information can sometimes be captured on an ordinary web page.\u003C/p>\u003Ch3>Prefer not to use PDF because:\u003C/h3>\u003Cul>\u003Cli>\u003Cp>information on a web page is more readable on smaller screens such as a phone or tablet;\u003C/p>\u003C/li>\u003Cli>\u003Cp>a web page loads much faster than a PDF;\u003C/p>\u003C/li>\u003Cli>\u003Cp>you don&#039;t have to switch to another programme when viewing a web page;\u003C/p>\u003C/li>\u003Cli>\u003Cp>the content of a web page is more customisable through assistive software.\u003C/p>\u003C/li>\u003C/ul>\u003Cblockquote>\u003Cp>It is important for people to advocate for digital accessibility to documents so that everyone can get by on the internet.\u003C/p>\u003Cp>\u003Ca href=\"https://technobility.nl/toegankelijke-websites-maken-verschil/\">Iris (18)\u003C/a> - sees only light and dark\u003Cbr>Uses screen reading software to read documents.\u003C/p>\u003C/blockquote>\u003Ch2>When is a PDF appropriate?\u003C/h2>\u003Cp>Sometimes PDF is a good choice after all. For example, if you have a large research report. By already thinking about digital accessibility in your source file (e.g. Microsoft Word or Adobe InDesign), you can also make the PDF easily accessible.\u003C/p>\u003Cp>In Adobe Acrobat Pro, you can correct the document afterwards in some cases, but the document must be properly constructed. Also, it is not always possible to make parts of the content accessible afterwards.\u003C/p>\u003Ch2>Making PDF accessible? Keep these success criteria in mind\u003C/h2>\u003Cp>The same accessibility guidelines (success criteria) apply to PDF files as to &#039;normal&#039; web pages. We list the most important ones.\u003C/p>\u003Ch3>Colour Contrast (success criteria 1.4.3 and 1.4.11)\u003C/h3>\u003Cp>Even in PDF documents, make sure you have sufficient colour contrast. This is the colour difference between the foreground and background. Most texts need a colour contrast of at least 4.5:1. This makes them easy to read for people who are partially sighted or colour-blind. For large texts and for other important visual information, the minimum contrast is at least 3.0:1.\u003C/p>\u003Ch3>Text alternatives for informative images (success criterion 1.1.1)\u003C/h3>\u003Cp>Does the PDF document contain images that convey information, such as a logo or diagram? If so, always give these a text alternative that describes the essence of the image.\u003C/p>\u003Ch3>Create a structured PDF file (success criterion 1.3.1)\u003C/h3>\u003Cp>If a text is structured, help software can recognise headings, paragraphs, tables and bullets. We call this the code layer or tags of the PDF document. This is similar to HTML on a website. If you save a PDF from Microsoft Word or Adobe Indesign, you can choose this. Below, we explain how to do this in Microsoft Word.\u003C/p>\u003Ch3>Language of file and components (success criteria 3.1.1 and 3.1.2)\u003C/h3>\u003Cp>A PDF document also needs a language. Usually this is Dutch, but of course it can also be English. This way, reading software can also read out the text in the correct language. You can also choose this while saving the document or adjust it later in Adobe Acrobat Pro.\u003C/p>\u003Ch3>Title of documents (success criterion 2.4.2)\u003C/h3>\u003Cp>And the last tip: give your document a title and make sure it is shown. We are happy to give you a step-by-step plan.\u003C/p>\u003Ch3>Step 1: take stock of your PDF documents\u003C/h3>\u003Cp>Making a PDF accessible requires the necessary work. Therefore, it is important to first take stock of how big a challenge you are facing. Therefore, try to find out how many PDFs are on your website and how accessible they are. Various online and offline tools can help you get a first global impression of this. This inventory will help you estimate the scope and determine whether you have the capacity for this yourself or need external help.\u003C/p>\u003Cp>Do you see in the inventory that the website contains a lot of PDF files that are old and/or hardly ever downloaded? Then that is a good motivation to remove these documents from the website. Of course, what you don&#039;t offer, you don&#039;t have to make accessible. Keep in mind that the website is not an archive and that all users benefit from a website that only offers relevant information.\u003C/p>\u003Ch3>Step 2: create a template for PDF\u003C/h3>\u003Cp>It is important that all new PDFs are immediately accessible. It works well to create a template for internal documents that are already easily accessible in principle. This prevents a colleague from creating his or her own document that causes accessibility problems that you could have avoided in advance. In many cases, however, these are documents that recur regularly. Think, for example, of reports or recommendations. Also nice for the marketing or communication team that wants to communicate all PDFs in the house style.\u003C/p>\u003Ch3>Step 3: train the users\u003C/h3>\u003Cp>Despite templates being accessible, content may not be. This is why we at Cardan Technobility recommend training your employees on how to make a PDF accessible. For example, you can. This way, all document creators within the organisation know how to format headings and put text alternatives to images, for example.\u003C/p>\u003Ch3>Step 4: save the documents properly\u003C/h3>\u003Cp>If you have prepared a document from Microsoft Word and want to create a PDF from it, it is very important for accessibility to save it properly. This is because a Word document contains an invisible code layer that can be used to interpret the document, even if you use auxiliary software (such as a screen reader). However, these codes can be completely lost if you do not save the document properly. All efforts at accessibility are thus negated. We see that this happens quite often in practice, which is a shame.\u003C/p>\u003Cp>In Microsoft Word, therefore, choose File and Save as.... There you choose PDF. Then select Options... and More options.\u003C/p>\u003Cp>In the next window, tick all checkboxes under Include non-printable information, click OK and save the file. This must be done by each user, but in principle, the selected options remain selected in the future. So you don&#039;t have to do this every time.\u003C/p>\u003Ch3>Step 5: make clear agreements with suppliers\u003C/h3>\u003Cp>It probably also happens that you outsource the creation of PDF documents or that PDF documents are generated via a programme. In those cases, you may not directly influence the accessibility of the final PDFs, but you do have a role in this.\u003C/p>\u003Cp>Make sure you make clear agreements with suppliers and require them to deliver digitally accessible PDFs. Even if you outsource the work, you are still responsible for ensuring that the PDF documents on your website are accessible. Apart from this, of course, you simply want everyone to be able to use the PDF documents on your website.\u003C/p>\u003Ch3>Step 6: when making a PDF accessible, don&#039;t forget the old PDFs\u003C/h3>\u003Cp>Have you ensured that all new PDF documents are accessible from publication? Then at least you have already taken an important step. However, that does not alter the fact that the website probably still contains some older PDF documents that are important, but not yet accessible. In that case, you should still make these accessible or have them made accessible.\u003C/p>\u003Cp>For this, it helps enormously if you still have the source file. This is often a Word or InDesign document. From there, it is easier to change and re-save the document. A lot of documents are written in Microsoft Word and a large proportion of them are saved as PDF documents, for example to publish on a website.\u003C/p>\u003Cp>The latest version of Office, which is now called Microsoft 365, offers you as a writer quite a few options for creating accessible documents. To name a few important ones:\u003C/p>\u003Cul>\u003Cli>\u003Cp>By using styles for headings, these texts are actually recognised as headings.\u003C/p>\u003C/li>\u003Cli>\u003Cp>An enumeration list is often already created automatically for you. If it isn&#039;t, you can use the bulleted list option.\u003C/p>\u003C/li>\u003Cli>\u003Cp>For an image, you can add a text alternative. You can also specify that an image is decorative.\u003C/p>\u003C/li>\u003Cli>\u003Cp>If you insert a table, the cells in the first row and in the first column are already marked as table headers for you. You can change this if necessary.\u003C/p>\u003C/li>\u003Cli>\u003Cp>If you enter a title in the file properties, it can also be recognised when it becomes a PDF.\u003C/p>\u003C/li>\u003Cli>\u003Cp>The accessibility checker allows you to see if there are any accessibility problems in your document.\u003C/p>\u003C/li>\u003Cli>\u003Cp>By saving the document properly, the necessary information will also be included in the final PDF document.\u003C/p>\u003C/li>\u003C/ul>\u003Cp>Saving a Word document properly is very important. These include:\u003C/p>\u003Cul>\u003Cli>\u003Cp>When inserting an image, an automatically generated text alternative often comes up. Usually this is not a good description of the image and you have to edit it manually. The accessibility check cannot help you with this.\u003C/p>\u003C/li>\u003Cli>\u003Cp>If you let a paragraph or bulleted list continue on the next page, in the final PDF it will be divided into two paragraphs or two bulleted lists and that is not correct. You should therefore avoid this as much as possible or adjust it afterwards in a programme such as Adobe Acrobat Pro.\u003C/p>\u003C/li>\u003Cli>\u003Cp>Complex tables, for example with multiple table headings and merged cells, unfortunately cannot be made accessible from within Microsoft Word. You should also avoid these as much as possible or adjust them afterwards in another programme.\u003C/p>\u003C/li>\u003Cli>\u003Cp>Microsoft Word has an option for inserting footnotes. As long as you have one footnote on a page, this works fine. With multiple footnotes, however, it does not. This is because the footnotes are put together in the reading order, whereas you want a footnote at a place right after each reference.\u003C/p>\u003C/li>\u003Cli>\u003Cp>While we mentioned the accessibility check in the options, it is worth noting that this check is not complete. If there are no errors here, there may still be accessibility problems.\u003C/p>\u003C/li>\u003C/ul>\u003Cp>It is not directly a limitation of Microsoft Word, but good to realise that you should not put unique content in the header or footer. This is because this content will be skipped when you have the PDF document read out, for example. Actually, this is exactly the intention, because you don&#039;t want to hear the organisation name and page number on every page, for example.\u003C/p>\u003Ch2>An accessible PDF with Microsoft Word can\u003C/h2>\u003Cp>As long as you take into account the above limitations and use the features that Microsoft Word offers you, in our opinion, you can create an accessible PDF with Microsoft Word just fine. It is estimated that there are about 4,000 deafblind people in the Netherlands. These are forms of communication in which feeling plays a role. This includes finger spelling, for example. This involves spelling letters in the palm of the hand. Another example is four-handed sign language. This is sign language in which interlocutors hold hands in order to feel the gestures.\u003C/p>\u003Ch2>Deafblind on the internet\u003C/h2>\u003Cp>When we talk about how deaf-blind people use the internet, in this article we assume people use mostly tactile communication. To use a computer, this group usually uses a braille display. This is a device that attaches to the bottom of a keyboard or laptop. It can generate Braille by raising small pins through holes to form Braille. The tips in this article are specifically aimed at people whose both sight and hearing are almost completely gone, because it is good to take extra account of this in certain aspects of building a website or document. But of course, many of these tips also help people who have only sight impairments or only hearing impairments!\u003C/p>\u003Ch3>General tips\u003C/h3>\u003Cp>In all your communication, make sure that you use clear language and that the language is not too complicated. Especially people who are deaf-blind from a young age may otherwise have trouble understanding your communication. Also remember to offer an accessible contact way, for example via an (accessible) contact form or via e-mail.\u003C/p>\u003Ch3>Website\u003C/h3>\u003Cp>Also make sure your website is fully digitally accessible. Many success criteria of the \u003Ca href=\"https://technobility.nl/web-content-accessibility-guidelines/\">Web Content Accessibility Guidelines\u003C/a> (WCAG), or accessibility guidelines, are also useful for deaf-blind visitors. For example, make sure your website has a clear and consistent structure. It is also important that informative and functional images have good text alternatives. And are all interactive elements easy to use?\u003C/p>\u003Cp>It can be useful to test your website yourself with pre-reading software, as the information you hear will also be the information conveyed through a braille reader.\u003C/p>\u003Ch3>Video’s\u003C/h3>\u003Cp>If you post videos on your website, it is important for deaf-blind visitors that you provide a transcript. This is the transcribed text of all the dialogue, important sounds and any important visual information in the video. As transcribed text, it can be converted to Braille.\u003C/p>\u003Ch3>PDF-document\u003C/h3>\u003Cp>It is also important to pay close attention to accessibility when creating PDF documents. For deaf-blind readers, it is especially important that the document is tagged and that these tags are structured correctly.
